Noel Escobar passed peacefully at DHR, Edinburg on 09/30/2022 with his beloved family at his
side. He is preceded in death by the love of his life Felipita (Pita) Pena and his parents Niceforo
Escobar, Adela Flores and a younger brother, Joel Escobar. He is survived by three sisters,
Hermila E. Garcia (Carlos), Maria Delia Rodriguez (Alonzo) and Emma Y. Vasquez (Mario) and
his nieces, nephews as well as great nieces and nephews.
Noel was born and raised in Escobares, TX on 01/10/1935. After he graduated from Roma High
School in 1953, he relocated to San Antonio where he worked in different jobs while attending
Durhamm Business School. He would later attend St. Mary’s University in San Antonio where
he completed a Bachelor of Business Administration in 1977.
Noel’s service to his country began on 01/04/1956 when he enlisted and served in the United
States Marine Corps. He received an honorable discharge with a rank of Sergeant on
07/31/1959. At this time while in San Antonio, he continued serving his country and became
employed at Ft. Sam Houston where he remained employed in civil service until he retired in
01/1997. He began working “at the bottom of the barrel” as he would say. At the time of his
retirement in 1997, he was Director of Public Works, Business Management Division, Army
Corps of Engineers at Ft. Sam Houston.
After his retirement from Ft. Sam Houston, he and his wife decided to return to Escobares to be
with family and resume his other love of life: ranching on a full-time basis. During this
transition, he became aware of issues in the community and joined a group of volunteers to
pursue making Escobares an independent entity. This led to his eventual election as the first
Mayor of the City of Escobares in 2005. He remained in this position until 12/2020 at which
time he oversaw the growth of the community and it becoming self-supporting. Inspite his
retirement as Mayor, Noel could still not separate himself from public service resulting in his
decision to run for city council in the upcoming November election.
Noel had a passion for always trying to find ways to provide the citizens of Escobares with the
best services the City could realistically provide. As we celebrate his life, we want to remember
him as having made a difference to improve the quality of life for the citizens of Escobares.
ROMA- NOEL ESCOBAR, 87, DIED ON FRIDAY, SEPTEMBER 30, 2022 AT DOCTORS HOSPITAL AT RENAISSANCE IN EDINBURG, TEXAS. SANCHEZ FUNERAL HOME OF RIO GRANDE CITY WILL BE IN CHARGE OF HIS FUNERAL ARRANGEMENTS.
